Elli is a Dee-ceptive puzzle, it goes together more then one way. So you can understand Dee-ceptive puzzles better, I'm going to show you how this one works.
The challenge here is to get Elli to tip her hat, not to just lift it from her head but to actually tip it.
When you swap some of the trunk with some of the tail, elli tips her hat.
This is the simplest of all the Dee-ceptive puzzles.
